Two PU ICS teachers served show-cause

LAHORE: The Punjab University administration has served notices on two senior teachers of Institute of Communication Studies (ICS) for misconduct, irregularities and committing illegalities by misusing their position and authority under the Punjab Employees Efficiency Discipline and Accountability (PEEDA) 2006, Daily Times learnt on Thursday.ICS former director and current Faculty of Behavioral Sciences Dean Dr Mugheesuddin Sheikh and current ICS director Dr Ahsan Akhtar Naz passed four failed students of MA Mass Communication session 2005-07 in the paper of Radio Production Final Project by preparing a result sheet with false signatures of external examiner Dr Shaista Nuzhat. She had declared them fail in the original result sheet.Dr Ahsan Akhtar Naz allegedly contacted Dr Shaista five times to pressurise her to change the result. He also sent those students to her with a request to change her decision. Dr Shaista complained to the then director Dr Mughees, who advised her not to change the result. Dr Mughees, on the other hand, himself prepared a fake result sheet with fake signature of Dr Shaista and declared the result on the basis of this fake result sheet.

Dr Ahsan Naz again violated university rules and formed an admission committee for MPhil (session 2009-11) illegally. He did not include the senior most teacher Dr Mughees and third senior most faculty member Dr Affira Hamid Ali. He appointed his junior teacher who was not a PhD. Dr Mughees is charged with the negligence as, being the dean of the faculty, he should have supervised the formation of admission committee.Dr Mughees passed two failed students in MPhil (who are also junior teachers at the ICS) by conducting their illegal re-examination and declared them eligible for the PhD programme. He is found guilty of misconduct and corruption in an inquiry conducted by the university administration.The students were declared fail in the Research Method paper conducted by Dr Bushra H Rehman. They applied to the Semester Committee of ICS for a re-examination of this paper. The committee referred the case to Dr Bushra who refused to conduct any such examination. Dr Mughees then engaged a visiting teacher as examiner and arranged an illegal re-examination to declare them pass.

Dr Mughees favoured those two students to the extent that even they could not get 2.80 GPA in the first semester according to the university rules but they were not dropped from the rolls. The university rules say that the names of students who fail to get 2.80 GPA in the first semester should be struck off the rolls.When contacted, Dr Mughees rejected the inquiry committee and declared it illegal. He said according to the university rules, a junior could not be the member of the inquiry committee. He denied the allegations and refused to comment on the show cause notice.The show cause notices, signed by Vice-Chancellor Prof Dr Mujahid Kamran, asked them to submit their replies within seven day, otherwise ex-parte decision will be taken against them.Dr Ahsan Akhtar Naz said he didn’t want to talk on the issue and disconnected the telephone call.Earlier, the inquiry officer had recommended registration of criminal cases against these two teachers. Sources said Dr Mughees and Dr Ahsan Naz have approached various high-ranking government officials to get them cleared of the charges of irregularities and misuse of authority – Dailytimes
